Suit for Damages Arising- Out of > T on Delivery of Yukon Vessels.

It was nearly -1 o'clock yesterday morning when the tender, the steamer Princess Louise, returned from quarantine, bringing the Victoria mails and passengers brought from the Orient by the It. M. S. Empress of Japan. Capt. Carey, It .10., of Hongkong, son of ex-Mayor Carey of Vietoria, was amons the passengers who came in on the tender. Ho spent yesterday with his parents, and to-day leaves for the American side. Among other passengers who arrived on the Japan was Miss B. J. Allan, tine, of .the two ladies who was in a 0. P. It. launch at Yokohama when it junk col-lided with th'oir craft, lulling one of the passengers. The Indies were on their way out to the Empress, and had just passed the stern of the Northern Pncili'q liner Vietoria when the junk; which could not be seen for the big steamer, came down upon them. Miss -Mian was injured by the blow, but has now almost recovered. The Japan brought 2,209 tons of cargo. She sighted four sailing vessels off the Straits, only one of which, however, was close enough lo be distinguishable, and this was the well known 0. E. Sargent, ea route lo the So mid from San Francisco.

Coated with fresh paint and looking in splendid trim from her recent overhauling, the City of Seattle, which called on her way north hist evening, appeared much improved since she was last in port. She arrived at 4 and left - at li, carrying 15 passengers and a small freight from Victroia. Among the former were Jack Carr, the northern mail carrier, and T. Turner, of Victoria "West, who accompanies him to Dawson City. Dr. 10. B. Kelly, an Easterner, who with one or two others is going through to Dawson City, was another who embarked here. He has 10 line large dogs for his overland journey, and a very complete outfit. Others booked here for the Seattle were W. Ireland, who is going to Juneau; Messrs. Williams and Stevens, who are destined for Dawson, and Mrs. Zarelli, a Dyea business woman.

THE TARTAR ARRIVES. About 10 o'clock last night the steamship Tartar anchored off the outer wharf and after taking on a pilot passed on to Vancouver. She came from Hongkong, via Honolulu, and brings 1,000 tons ot cargo, 1,000 tons of which is overland cargo, 200 tons is consigned to AHctoria merchants and 300 tons is for San Francisco. She landed -100 tons of general cargo and 402 Japs at Honolulu. CITIZENSHIP QUESTIONED. The questioned eligibility of the Northern Pacific Steamship Company's liners, which were admitted to American registry last fall, is to be tried in the courts at Seattle. The Marine Engineers' Beneficial Association has taken up the mutter, The association holds that the law governing the admission of citizens was too widely stretched in the granting of papers to the officers of the Northern Pacific steamers.
